Tabulhäim* lies on the southern coast of the Covenant lands, midway between Scymira and Branastrova, and that location has shaped it's history for its entire existance. Before the Sky Wars, Tabulhäim was on the border between Interal and Aegeotl, and suffered greatly in three wars before deciding to take a more aggressive stance. They invited the best warriors and clerics from each nation, and created the Vindicators, a guild dedicated to resolving conflicts before they started. The Vindicators trained paladins to travel the land, hoping to keep tension down to stave of any conflicts. Until the Sky Wars, it seemed to work.
Even the Storm king was hard-pressed to capture this bastion of divine power. His Black Tide - a risen undead army that followed him across the sea - broke against Tabulhäim's strength. In the end, the Storm King decided to mostly bypass the city, but that overlooking came with a price. The Storm King destroyed Tabulhäim's harbor and crushed it's central staircase, cutting the mountaintop citadel off from it's companion harbor, and enslaved everyone that did not get to safety in the citadel. For the remainder of the war, the Storm Guard camped outside the citadel, waiting for a chance to strike that never came.
Since the Tempest, Tabulhäim has been mostly rebuilt. The Vindicators are few in number now, though, and many fear that unless changes are made, the guild could die out completely, and then conflict would again wrack the Covenant lands.
