Dhaurm* has always been a cosmopolitan city. Situated on the southernmost part of the Covenant lands, the trade winds keep Dhaurm warm and pleasant, which made it a popular destination - for those that could afford it. It was also known for it's Machiavellian political arena, as well as a certain moral flexibility (e.g. looking the other way at certain financial transactions, or welcoming anyone as long as they behaved in their city, regardless of their actions at home). These qualities are also what saved it when the Storm King invaded.
During the Sky Wars, Dhaurm's careful lack of criticism of the Storm King coupled with it's ability to attract the type of people who would do anything for a payday made it a useful tool for the Storm King's forces, as well as Covenant spies. This meant that at the end of the war it was both in the most enviable undamaged position, and the most unenviable position of being untrusted by most of the Covenant.
In the generation since the war's end, Dhaurm has worked hard to rebuild its public reputation, while carefully maintaining connections with those who never stopped being its clients.
