After the peace was signed in the elven war, marking a complete end of hostilities in the known regions, a new pact was forged between all the nations. The Council of Ten was proposed, where each region would send representatives to negotiate on behalf of their nation with all the others.
The one problem that was faced though, was that each kingdom refused to let the Council be set up in any other region but their own. To solve this, Nemohaim eventually offered a piece of its own territory, a large island in the middle of the inland sea. It was declared neutral territory, and work was started on building a large city to care for all the needs of teh Council. Over time, as more and more decisions were made by the Council rather than the individual kings, the Council of Ten came to usurp the power of the regions, and the city continued to grow. Today, almost all decisions that effect more than a specific locality are made by the Council of Ten, and the city has become known as the Unilith, never quite finished, still being built onto, with each successive generation added to the height of the tower. |
